From Delhi’s vision to Bihar’s grassroots – Sinha stands tall for tomorrow!

In the present political landscape of Bihar, Deputy Chief Minister Vijay Kumar Sinha has emerged as a transformative leader, steering pivotal departments—Agriculture, Building Construction, and Mines & Geology—towards unprecedented growth and transparency. His tenure is marked by innovative policies, infrastructural advancements, and a resolute stand against corruption, setting new benchmarks for governance in the state.

Exposure of a ₹26 Crore Scam: Sinha uncovered significant irregularities in the construction of three roads in Gaya district—Bhindas-Chamandiha (21.3 km), Wazirganj-Tapovan (19.58 km), and Jamuaama-Shevtar (17.5 km).  The contractor, Raja Construction, claimed additional transportation costs by falsely stating that stone chips were sourced from Pakur, Jharkhand, instead of the nearby Manpur, Gaya.  This led to unauthorized payments exceeding ₹26 crore during the tenure of the previous administration.  

Debarment of SP Singla Constructions: In response to the collapse of the under-construction Agwani Ghat bridge, Sinha debarred SP Singla Constructions Pvt. Ltd. from undertaking further projects until the bridge's reconstruction was completed.  He also ordered strict action against engineers who approved payments to the company despite an existing ban.  

Institutional Reforms: Sinha initiated comprehensive audits of past and present projects within the department.  He proposed the creation of "health cards" for roads and bridges to assess their structural integrity and ensure quality control.

Deputy CM Sinha's leadership in the agricultural sector reflects a deep commitment to farmer welfare and sustainable practices:

Inclusive Welfare Schemes: Recognizing the plight of farmers cultivating ancestral 'topoland'—lands traditionally used for farming but lacking official records—Sinha announced the extension of welfare scheme benefits to these farmers. This policy shift aims to uplift a significant segment of the agrarian community previously excluded from formal support systems.

Promotion of Mulching Techniques: To enhance crop productivity and water conservation, the state government is promoting mulching techniques using plastic, jute, and agro-textile materials. This initiative aligns with modern agricultural practices aimed at sustainable farming.

Organic Farming Initiatives: Under Sinha's guidance, Bihar has launched a comprehensive organic farming ecosystem across 13 districts. The program offers subsidies of ₹11,500 per acre (up to 2.5 acres) and supports farmers through branding, marketing, and training, fostering an environmentally friendly agricultural model.

Infrastructure Development: In Sitamarhi, Sinha inaugurated a seed processing unit and warehouse with a processing capacity of one tonne per hour and storage capacity of 500 metric tonnes. This facility aims to ensure timely access to high-quality seeds for farmers, boosting local agricultural productivity.

Infrastructure Development: Merging Heritage with Progress

Sinha's vision extends to infrastructural projects that honor cultural heritage while promoting development:

Sitamarhi Janaki Temple Project: Demonstrating a commitment to cultural preservation, Sinha announced that the construction agency undertaking the Janaki Temple project in Punaura village, Sitamarhi, will work pro bono. The temple's development, modeled after Ayodhya's Ram Temple, includes plans to acquire 50 acres for the overall development of Punaura Dham, enhancing religious tourism and local economy.

Mining Sector Reforms: Ensuring Transparency and Combating Corruption

As Minister of Mines and Geology, Sinha has implemented significant reforms to streamline operations and eliminate malpractices:

Adequate Sand Supply for Development: Addressing concerns over sand shortages during the monsoon season, Sinha assured that the state has sufficient sand stock to support uninterrupted development work. The government plans to continue supplying sand from 180 sand ghats, including 18 white sand ghats, even after the usual closure of sand pits starting June 15. In the fiscal year 2024-25, the mining department surpassed its revenue targets, collecting ₹3,569 crore.

Crackdown on Illegal Mining: Taking a firm stand against 'Inspector Raj' and 'Mafia Raj' in the mining sector, Sinha introduced a dedicated WhatsApp helpline (9472238821) for complaints, ensuring immediate action against illegal activities. He emphasized strict monitoring and legal action against those involved in unauthorized mining operations.

Deputy Chief Minister Vijay Kumar Sinha's tenure epitomizes a blend of visionary leadership and unwavering integrity. His multifaceted approach to governance encompassing agricultural innovation, infrastructural development, and stringent anti-corruption measures has not only catalyzed Bihar's progress but also set a precedent for transparent and inclusive administration.
